September Deadline for Title V Monitoring Report
Semi-annual monitoring reports are due no later than September 30, 2003 for those facilities that received a Title V Permit prior to June 30, 2003. Submit a complete copy to the Air Quality Bureau, as well as your DNR field office or local air program office.
The Annual Compliance Certification and the Semi-Annual Monitoring Report are the basic, minimum reporting requirements under Iowa's Title V Operating Permit program. These reports allow industry, citizens, and regulatory agencies to be informed when a facility fails to meet Title V permit conditions, and what action is being taken to correct these problems.
Every six months, you must provide a report describing any deviations from the Title V Permit. A deviation is any failure to meet a Title V Permit term, condition or applicable requirement. You must also give a brief explanation of the suspected cause of the deviation, and the corrective action taken to address the deviation. Even if your facility had no deviations during the reporting period, you must still submit these reports every six months to certify your facility's status.
For the Semi-Annual Monitoring Report, you must describe any monitoring deviations that took place during the reporting period. Monitoring required under a Title V Permit may include recordkeeping, stack testing, visible emissions observations, and operation and maintenance (O&M) plans. The reporting periods for the Semi-Annual Monitoring Reports are January 1 through June 30 (due by September 30 every year), and July 1 through December 31 (due by March 31 every year).
For the Annual Compliance Certification, due each March 31, you must report all deviations occurring over the previous calendar year. This includes explaining any monitoring deviations, as well as reporting any violations of operating conditions or emission limits. You must also certify your facility's current compliance status with each term, condition and applicable requirement contained in the Title V Permit.
