Title V Facilities’ Emissions Inventories Due March 31, 2008
Facilities subject to Title V of the Clean Air Act must submit their emissions inventories for 2007 to the DNR Air Quality Bureau by March 31, 2008. These facilities are also required to report their greenhouse gas emissions for 2007.
Title V emission inventory forms (including PM2.5 and ammonia emissions) can be downloaded from the Iowa Department of Natural Resources Air Quality Bureau web site at www.iowacleanair.com. Click on the “Operating Permits” link on the left side of the screen. Then click on Title V/CAIR Applications, Emissions Inventory/Fee Payment – Forms & Instructions. Two copies of Forms 1.0, 4.0, 5.0 and Part 3 are required. To request a paper copy, call (515) 281-7826. You may submit inventories using the online version of the State Permitting and Air Reporting System (SPARS). If you need help on SPARS, please contact Rachel Quill at (515) 281-8983 or rachel.quill@dnr.iowa.gov.
Greenhouse gas emissions must be reported on a new DNR spreadsheet prefilled with emissions factors. Do not report greenhouse gas emissions on Form 4.0 or Form 5.0. Facilities enter total facility-wide usage of each fossil fuel and the emissions are auto-calculated. A special section for facilities with CO2 stack test results and/or CEM data is included. A separate spreadsheet prepared for ethanol plants includes an additional tab for calculating CO2 emissions from fermentation. Download these spreadsheets from www.iowacleanair.com/prof/ghg/ghg.html.
Greenhouse gas emissions spreadsheets may be submitted either attached to a paper Title V inventory or electronically attached to Form 1.0 of SPARS Title V inventory. No fees are required for greenhouse gas emissions.

Annual Compliance Certification and the Semi-Annual Monitoring Report are due March 31, 2008 if your initial Title V permit was issued prior to January 1, 2008. If your initial Title V permit is issued between January 1 and July 1, 2008 the Semi-Annual Monitoring Report is due September 30, 2008.
