The Construction Permits Section reviews designs and performance objectives for all sources of air contaminants to determine their likely compliance with state and federal requirements.
Facilities meeting requirements are issued construction permits. New facilities must be designed to meet emissions standards and not result in a violation of ambient air quality standards. In the case of complex projects (PSD, SIP, Netting, Major Greenfields, etc.), a more detailed analysis of proposed emissions is required especially those subject to "PSD Review". The acronym stands for prevention of significant deterioration, and recognizes the impact large sources of emissions can have on a region. PSD projects require a pre-application meeting in order to allow the departmental review and permit issuance to meet the goals established by industry and the department. - Group 1 Registrations
Country grain elevators, country grain terminal elevators or grain terminal elevators are classified as Group 1 facilities in 567 IAC 22.10(455B) if the potential to emit of the facility is less than 15 tons of PM10 per year. Owners or operators of Group 1 grain elevators are required to submit a registration form by March 31, 2008 for existing equipment.
