Hunters must be registered with the Harvest Information Program (HIP) when pursuing migratory birds.  Hunters must register each year they intend to hunt migratory birds and must register in each state they intend to hunt. Hunters purchasing a hunting license and migratory bird hunting privilege in Iowa will be automatically HIP registered at the time of purchase.  Hunters no longer have to call and register for HIP because of the ELSI (electronic licensing) system.  Your printed license will indicate that you are HIP registered and you will not have to write a number on your license.
